Blacklisted removal

Hello we got blacklisted for using special char's. The blacklist was on 15.04.2007. We used the phaze auto-submitter to submit links.
Can we be removed from the blacklist. We have been submitting links to your site for months with no problems till now and would like to get back in the game. Thanks
