OK i have V Bullition or whatever but the question is how do i install a new skin ? im cluless and dont know how :)

It's actually very easy to do. You just need to get the hang of it :)

1- Upload the images to the FTP.

You need to upload the folder with the images for the theme. It usually goes in /images folder.

If you can't find the right directory to upload the images for the skin, go to step 3.

2- Import the XML

Go into your admincp and select the Styles and Templates tab. Click on the Download/Upload Styles. Hit the Browse button and select the location of the XML file (it has a .xml extension).

Make sure to check Ignore Style Version option. In the Title for Uploaded Style field, enter your style title. In the Allow User Selection, check yes. If user selection is set to no, only administrators will be able to view the skin.

3. Finding the image folder (optional)

Go into your admincp and select the Styles and Templates tab. Click on the Style Manager. Select the you want to install and select StyleVars from the drop-down menu. Look at the Image Paths and that's going to be the directory where you need upload the image folder.
