OffShore Hosting?

OK well I have ran into issues and can no longer pay 75 a month for the dedicated I am sitting on currently. I need offshore hosting that allows warez links, has a good some of disk space and bandwidth, and is either a Reseller, VPS, or Dedicated. I am looking to pay under 50 USD a month if possible, so reseller might be the best option for me as I have multiple sites I run. I want a VPS atleast though because I run some applications for my site on this such as some TeamSpeak servers, and a shoutcast server.

Suggestions are greatly appreciated!
Edit: If its not offshore atleast allow warez linking, I don't host any of the files myself
