jDownloader is an open source download manager application. It can download multiple links and extracts them for you. Right now its probably the easiest, fastest, and most advanced downloader out there for any hoster (supports premiums).

The software offcourse is purely legal, so I don't understand your question :)

What exactly is the purpose of these "dlc" files?

DLC is encrypted container format used for storing downloadable content. DLC file uses client-server encryption in which links are processed locally and keys are distributed and recrypted by a Web service.
DLC file can be processed by JDownloader, a Java-based download management program.

But in some cases they are open to phishing abuse I believe.

simply put its download the DLC and JDownloader then downloads the links to the files it contains
so you upload 8 part rar and use JDownloader to "compress" them to a single link and when the file goes dead the original files are still there and all that is needed to replace is the DLC

the question still remains :(( I have only seen the use of this program on 1 forum and with the file it was used the links stayed much longer at a time they where all being killed the only set back I can see to this is Jdownloader could be listed as link protector :(( :((
