There's a fresh announcement, Shoutbox Restrictions (http://www.katzforums.com/showthread.php?t=81679):

In light of some recent events, we've decided to restrict shoutbox access to members of the forum with low post counts. In order to see the shoutbox, you need at least 25 non-spam posts.
