1. Extract the zip files.
2. Move the extracted files and folders (including the Sims 3 Store) to:
C:\Users\{your name}\My Documents\Electiontic Arts\The Sims 3\Downloads
NOTE: If you are running Windows XP, replace "Users" with "Documents and Settings"
3. Open the Sims 3 launcher and click the Downloads button.
4. Click the Select All button and then Install.

Dude, if you can't be bothered to get yourself an RS account, look around to see if you can find one for free, or quit complaining.

Nice upload, would really appreciate a reup of the content pack though
